An old and isolated culture of ninjas and samurais exists on the island of Peng Cheng east of the Bay of Ark'tohl.

History
About 1000 o.C. first settlements were build on Peng Cheng. The People came from the western continent. Between 1100-1400 a first complex feudalism were developed. Greater settlements were controlled by Shogun lords and their soldiers. After a short peaceful alliance end of the 15th century, shogun lords started to fight each other. Since then Peng Cheng was united several times by different groups. Somewhere between these bloody conflicts a new menace was born: The Shazzuru demons
Politics
Instead of one single government or leadership, small villages and independent cities share the small space in all-running competition.
The High Shogunat
Every village or city is controlled by its own shogun. All together, they are the high shogunat, which is often the biggest alliance between them. But in fact, most shogun lords fighting each other to get more influence and space, so the united shogunats often just existed for short time periods before decaying again.
Famous Shogunats
- 1484-1500o.C. First Shogunat of Peng Cheng; 12 shogunes of the island met each other for creating a peaceful alliance.
- 1571-1695o.C. At Peng Cheng, the Shazzuru demons destroyed many villages, so the Second Shogunat united with 7 shoguns as a military alliance. After the red ninjas killed 5 of them and took the control over one third of Peng Cheng, the alliance was destroyed.
Culture
Society is splitted into warriors and peasants. Warriors are mostly the richer group, but because every Shogun makes his own laws, you can't know who has which rights. In general, there are chances of a succesful life for everybody. The people distrust foreigners, so just a few trade relations to other kingdoms exist.
Military
Peng Cheng has one of the most modern militaries. They’re the only human people using modern cannons. Aside, the soldiers know the best strategies and fighting techniques. There are no typical colours or flags, because every shogun uses his own familiar ones. Stories told about black, grew, red, white and also green ninjas as main groups. The army difference between 2 main units:
Samurai
The best educated warrior of Legonia. A Samurai from Peng Cheng is a well amored soldier using sword, spear, gun or lance. Some units are mounted, some not. A Samurai was trained in an academy and know several fighting techniques and different tactics. So, if the general of an army dies, another guy can make his job as well.
Ninja
Ninjas are more some kind of Special Task Forces for the shoguns. They can hide themselves in a perfect way, and are used on assasination or spy missions. A normal ninja doesn't posses more than his clothes, a sword and some daggers. While samurais are trained in academies, the ninjas learn their work isolated by monks outside the cities.
Fortresses
Most armies are stationed on their hometowns, but Peng Cheng also have some special fortresses.
