The Outlaw Hills is a small farmland west of Middle Kingdom. Its settlements are independent but in fact, it's a wild land, where everybody has to find his own way to survive.

History
From rich colonists to betrayed citizen
Its history starts around 1475 o.C. when both, the eagle and the lion kingdom started the colonisation of western forests. Because of the fruitful land, the farmers of Outlaw Hills became the main income of king Lionell from the lion kingdom, so taxes grew immensively. In the 1490's, crops decreased and people became poor and to force the king to act, they supported a group of rogues, who robbed the kingdom to share its posses more fairly.
Bodin Rhoo and his Black Foresters Group became a popular but unlawful hero.
But 1505 o.C. he was betrayed by the peasants of Outlaw Hills. Historians assume that king Lionell offered a high head-money and promised to lower the taxes.
Age of Mercenarity
Also in the eagle kingdom controlled parts of the hills, the royality became unpopular in some groups. 1506 o.C. king Mathias from the Eagle Kingdom was murdered. A group called Wolfpack puplished their responsibility. They wanted to show, how powerful they could be if anybody wanted to hunt that rogue group. After the black Foresters disappeared, the wolfpack started beeing the new main group in the Outlaw Hills. But they weren't loved, they were feared.
Aside the wolfpack also other peasants developed the idea of an independent Outlaw Hill, so the new king Leopold, who lead both kingdoms now, got fought and later killed in 1532. Although feared, the wolfpack's influence decayed.
Primary 1599 o.C. the villages were united again, this time by the Bull's Tribe. Under the warlord Cedric, the bull, soldiers of Outlaw Hills prepared to fight the Lion Kingdom. 1611, his ambitious siege of the western castle "Knight's Kingdom" failed and the Bull's tribe's power, too.
What's left
Ironically, the Outlaw Hills got never official independence while nobody in the Middle Kingdom sees its villages as part of it today. The settlers of the Outlaw Hills stopped paying taxes since the eagle and lion kingdoms were united 1512 o.C. and the kings never cared about the region again. One reason was the Dragon War, another the undead invasion of Deadwood.
In present, druids from the south seem to increase their influence in western settlements, who are fighting each other. A new leadership for the whole area is not in sight. But new problems facing the people: Lupians
Culture
The governmentless fields and forests of the Outlaw Hills always seem to be in a war situation. Different tribes and packs travel from village to village and rob everybody. A villager, who isn’t able to defend himself, should better live anywhere else. In such a society, it’s a natural conclusion, that the best buisness is mercenarity.
Aside, most people distrust each other. It's normal that small villages create their closed society and kill everybody foreign, who looks suspicious. For a civil culture or even religion is nearly no time. Additionally, different peoples mixed up here and every group brought its own traditions to the Outlaw Hills.
In more guarded settlements, gladiator games like cage fights and betting about them are a popular freedom activity.
Politics
The Outlaw hills is a free land where different villages, rogue armies and freedom fighters fight in a neverending civil war. During the last centuries, different groups controlled big parts of the land or gained political influences:
Military
While all centuries, the greater tribes of the western world try to conquer the whole plateau. Short successes had the Dark Forester group, the Wolfpack and at last the Bullstribe. But all of them wouldn’t reached that power without an organised military force. Naturally, the Outlaw Hills’ packs are small, so noone is able to increase power without help of a mercenary army. And in a world, where you can't live free without defending your farm, the mercenary culture is big.
Mercenaries
Most mercenaries are singles or small groups of just a few men, but some bigger forces are lead by warlords. Unmoral men and women, who are willing to kill for money, if it be guarding a village or burning one down, can gain much poverty. So, there are always some rival mercenaries, who will try to kill them. The duelling is a typical part of this buisness, and a bloody one...
Wartents
Because the armies are travelling from war to war, the light war tents made by wood and hides, are important bases for them. Some are mobile and only include carpets and all the stuff, the warriors need to live, other are placed in bigger settlements and are used to store found treasures, weapons and worthful things. It can be a place of living, of training, it can be a store, an armory or whatever is needed. One war tent can support up to 5 people, mostly warriors, but in the southern mercenary armies also mysterious druids travel into war for money.
