When the human settlements of the exotic world were united by a military force, the strongest Empire of the southern World began and founded a society, which exists until today.
Under Ark'tohl Empire the united emirates are meant which were controlled by the warlord Ark'kala or his bloodline. Later, his country became part of the Skorpion Emirates.

History
1100-1400 o.C. human settlements developed at the Bay of Ark'tohl. In this time, people avoided the great desert but soon the fruitful space at the coasts became too small for population. The first written documentation of the Ark'tohl Empire points to the year 1520, where Ark'kala was crowned as the highest warlord. Under his regime, several independent desert emirates got conquered. But also big hungry decimated population of the growing country. The solution should be found in an agressive colonisation of the southern jungle regions. But soon wars against natives began.
1563 Ark'kala's sons enslaved more than 10 wild tribes in the southern jungles, e.g. the Ba'tohlians. The tribes had to work on farms to support the Empire with food. Big groups of society were against these evil plans, so they left Ark'kalas world to found own kingdoms in the far south. So, Ark'kala's family lost support of other warlords.
1614 the regime of Ark'kalas family ended. After bloody fights between the war lords, the Skorpion Emirates were created and 7 of the highest priests and warlords of the Ark’thol Empire and naughboured independent cities defeated their enemies and started a union between the emirates against the people’s will. The new heptarchy controlled the land by using a strong military force. The society levels were created. After the enslaved races, now also the farmers lost most of their rights.
Culture
Originally, the emirates consisted of many independent city governments, which developed own cultures, laws and religion thoughts. So, different gods of the pantheon were praised in different regions. Ark'kala's army conquered most of these emirates and created a 3-class society (warriors, civils, slaves). Also, he destroyed many traditions to force his own idea of a united empire. The Ark'tohl Empire was always a bloody time with just a few short periods of peace. On other side, the ruling warlords also created schools, infrastructure and started to build defended citties, which was able to stand wild dinosaur attacks.
